lanning Design Studio (PDS) staff directed the preparation of the Redevelopment Master Planning effort for the Missouri State Penitentiary in Jefferson City.   The plan addresses the reuse of the decommissioned 142-acre maximum-security prison.  The site is within six blocks of Missouri’s State Capitol Building and associated state office buildings.  The City’s downtown business district lies in between and the Central East Side Neighborhood is immediately adjacent to the MSP site.

The master plan identifies redevelopment options for circulation, parking, adaptive reuse of existing buildings and the development of campus nodes through the site.  The Public Service Campus was developed based on the MSP Commission's ability to secure the site for the new Jefferson City Federal Courthouse, an accomplishment achieved in January 2006.   The Historic Campus features a museum demonstrating the evolution of the penal system in the United States.  The integrity and significance of the history and architecture, presents an opportunity for a unique, mixed-use environment of office, museums, interpretive centers, performing arts center, and other uses.  The Office Campus accommodates a combination of public and private needs including structured parking, pedestrian plazas and over 1M square feet of new office space.
