Missouri State Penitentiary Redevelopment Master Plan

Jefferson City, Missouri

The State of Missouri commissioned the preparation of the redevelopment master plan for the Missouri State Penitentiary in Jefferson City. The master plan addressed the reuse of the 142-acre maximum-security historic state prison to a mixed use campus of office, retail, cultural, tourism and residential features. The site is situated on the bluffs above the Missouri River, adjacent to the City’s downtown business district and is within six blocks of Missouri’s State Capitol Building and associated state office complex. A component of the redevelopment plan included the preservation, rehabilitation and adaptive reuse of over 380,000 square feet of existing buildings built in the late 1800s and early 1900s. The planning and design team assisted the State of Missouri in the preparation of design guidelines for the campus and solicitation documents to select a master developer for the project.

The planning process incorporated the direction and input of a steering committee appointed by the Governors office. The master plan achieved an overwhelming consensus from state, county and city officials and residents. Project management and planning services were lead by PDS staff while employees of Parsons, the initial planning firm of record.
