The 142-acre site of the historical Missouri State Penitentiary was scheduled to be redeveloped into a mixed-use urban campus with offices, retail, cultural and tourism facilities, and private residences. The plan rehabilitates and adapts over 380,000 square feet of historic buildings for new functions.

The planning process started with the development of a “Process Definition Plan” followed by a “Framework Plan.” Design guidelines were prepared to achieve a unified design theme throughout the redevelopment.

The master plan also suggests conceptual designs for the campus, incorporating input from a steering committee appointed by the Governor’s office. The master plan is supported by an overwhelming consensus of state, county and city officials and residents.
