As a founding principal of PDS, Noel leads and manages public realm projects, including greenways, parks, and urban design/streetscape enhancements. His expertise spans from site master planning to final design, contract documents, and construction period services. Known for his focus on placemaking and sustainability, Noel’s projects have earned over 20 planning and design awards from ASLA, APA, and other professional organizations.

Noel’s extensive experience includes notable projects such as GRG’s River Des Peres and Mississippi River Greenways, Creve Coeur Gateway & Bio-Research Corridor, Missouri Botanical Garden Streetscape, Vago Park and Midland Creek bio-stabilization, and National Park Service projects at Blue Ridge Parkway, Stones River National Battlefield, and Cane River National Heritage Area. His portfolio also includes Heritage Park, Chattahoochee River National Recreation Area, Lafayette’s Bayou Vermilion Master Plan, Niagara Reservation - Gorge View Park Master Plan, Jefferson Barracks National Cemetery, National Geospatial-Intelligence Agency, and numerous municipal parks.

Beyond his professional work, Noel has served on the Board of Directors for Gateway Greening (St. Louis' community garden advocacy organization), the Faust Park Foundation, and several food pantries. He currently serves on the Missouri Board for Architects, Professional Engineers, Professional Land Surveyors, and Professional Landscape Architects.
